Initial NAMA Concept Note and Full NAMA Concept Document templates

Initial NAMA Concept Note template

This template for an initial NAMA concept note shall give relevant decision makers an insight into the scope of the envisaged NAMA measures. It encompasses a brief summary of the NAMA idea, including basic information on the planned activities, anticipated benefits and costs. The initial concept note can be helpful to support arguments and discussions confirming that the planned measures are reasonable and well- conceived.

Full NAMA Concept Document template

This tool helps to outline the complete conceptual picture regarding the format of the NAMA. It constitutes an expansion of the Initial NAMA Concept note and describes the NAMA in more detail within approximately 30 to 50 pages. Policy makers are recommended to compose this full NAMA concept note supported by technical assistance. The purpose of the full NAMA concept note is to facilitate discussions with potential funders and can help to fine-tune NAMA concepts to meet the eligibility criteria of international donors. Such a document gives a comprehensive overview of the NAMA and presents information on the mitigation measures, MRV and financing.

1. Designing Mitigation Actions

1.1 Identify suitable measures

World of Sustainable Transport Mitigation actions

This tool provides guidance for decision makers on how to identify potential measures for a NAMA. It offers a systematic procedure to categorise measures according to their characteristics. Moreover, it compares the potential direct impacts as well as beneficial side- effects of measures.

Fact sheets on mitigation measures in the transport sector

A total of 17 fact sheets provide a quick overview on a broad spectrum of different measures that could be developed into a NAMA in order to mitigate greenhouse gas emissions in the transport sector. The fact sheets include measures on passenger and freight and cover different approaches from AVOID focused measures to SHIFT and IMPROVE measures. Find below examples for mittigation measures:

NAMA Screening Tool

A tool addressing transport policy-makers to screen and select suitable policy options for NAMAs following the criteria ‘nationally appropriate’ and greenhouse gas (GHG) emissions reducing. It guides the process of screening potential NAMAs, rather than aspiring to lay out a simple template approach with objective outcomes.

1.2 Main barriers and designing of measures

Identification of barriers and supportive measures

Having identified potential measures for the development of NAMA and after a detailed screening, including stakeholder involvement, the next step is to build a solid NAMA concept. Before moving on to its detailed design, decision makers are required to decide if a measure qualifies as a direct mitigation measure, a supportive or an organisational one. Moreover, certain obstacles or barriers can emerge within the implementation of direct mitigation measures. Therefore, this tool aims to support decision makers to identify barriers but also supportive and organisational measures.

1.3 Involve relevant stakeholders

Stakeholder map

This tool helps identifying and visualising the relevant project actors and their relationships. It facilitates discussions the respective influence of the various actors on the implementation and development of a NAMA. Discussion of the stakeholder map can be used to help formulate strategic options and actor-specific actions and scenarios. The stakeholder map usually also exposes information gaps and participation.

NAMA coordination (Steering structure)

A tool for the main stakeholders to set up a steering structure for NAMA development and implementation. It offers an overview of the typical characteristics of a joint working group or a steering committee. When establishing such a structure they should be defined and agreed upon by the stakeholders. The use of the tool can ensure transparency and clarity concerning roles and responsibilities. It helps to develop a tailor- made steering structure adjusted to the conditions and stakeholder needs.

Chapter 6, Guidance for NAMA Design on MRV of NAMAs

Chapter 6 “Guidance for NAMA Design on MRV of NAMAs” of the publication “Guidance for NAMA Design. Building on Country Experiences” by UNEP discusses MRV, including ways in which a NAMA may benefit society. It explains the relevance of MRV as a management tool for GHG management, with information on what to measure and good GHG emissions measurement and estimation practices. Institutional arrangements for MRV process management are also briefly discussed.

The MRV Tool provides developers and implementers of NAMAs with Brief step-by-step instructions on how to develop a MRV-System. The tool navigates users to the relevant Information, knowledge, instruments and publications available.

Reference Document on Measurement, Reporting and Verification in the Transport Sector

The Reference Document on MRV in the transport sector gives advice on good MRV practices and on how to develop comprehensive and consistent national systems for MRV of transport related emissions.

Blueprints for MRV of transport NAMAs

A blueprint is the comprehensive step-by-step documentation of a MRV methodology for a specific transport NAMA that consist of one or multiple mitigation activities such as projects, programs or activities that are sector/policy/regulation based. The blueprint also comprises the description of the development process of how an appropriate methodological approach is Chosen.

The tool provides support for transport policy-makers to analyse the market environment and to evaluate financing opportunities within the sector.

4. Registration

4.1 Get familiar with the NAMA Registry

NAMA registry user’s Manual

This manual has been developed to assist Parties and organisations in accessing, using and submitting information to the registry. The information contained in this manual should not be taken as guidance to prepare and/or implement NAMAs. The aim is to provide a common reference to all the potential users of the registry. Parties and organisations are encouraged to follow the suggestions included in this manual but are not obliged to do so.
